Lobbying Register: Who Qualifies and What You Get

Learn if your business needs to register and report activities to ensure transparent communication with public officials in Ireland.

The Lobbying Register is a system designed to provide transparency regarding how organizations communicate with public officials to influence policy. It serves as a public record of who is attempting to influence government decisions and on which topics.

Who it's for

This scheme is intended for companies and organizations that engage with public officials on matters of policy. If your business or entity is actively communicating with government representatives to influence legislation, regulations, or administrative decisions, you fall under these requirements.

What you get

By participating, you operate within a clear, legal framework designed to ensure transparent lobbying. This framework provides a structured way for organizations to document their engagement with the state, ensuring that the process of influencing public policy is open to scrutiny and follows established standards.

What it costs you

Maintaining your place in the register requires a commitment of time and administration. You are required to complete mandatory tri-annual reporting. This means you must submit a lobbying return every three months to ensure your records are current and accurate according to the required schedule.

The catch to know

The most common mistake is underestimating what counts as a reportable event. Even informal "chats" with public representatives, such as TDs, can constitute reportable lobbying. If the conversation involves attempting to influence policy, it must be documented, even if it did not take place in a formal meeting room.

How to apply

  1. Evaluate your organization's communications to see if they involve engaging with public officials on policy matters.
  2. Establish a process for tracking these interactions to ensure no conversations are missed.
  3. Prepare your data for the mandatory reporting periods required by the commission.
  4. Submit your regular lobbying returns through the official channels to remain compliant with the law.
